The Governor’s Office of Performance Improvement (GOPI) was originally established in 2015. In January 2025, Governor Moore signed Executive Order 01.01.2025.08 that updated GOPI’s mission to improve the performance of Maryland State agencies through greater accountability, coordination and capacity building. In addition to developing the State Comprehensive Plan at the outset of a new gubernatorial administration and directing State agencies to develop objectives, strategies, milestones, and performance measures to track implementation, the GOPI also develops and implement common sense government modernization initiatives. These initiatives are meant to ensure strategic resource management, maintain fiscal sustainability, promote cost optimization strategies to ensure receipt of the highest value for state expenditures, and eliminate duplication and fragmentation.
