Elisabeth Sachs

Elisabeth A. Sachs is the Director of Government Modernization in the Office of Maryland Governor Wes Moore. Prior to that, Elisabeth served as a Deputy County Administrative Officer for Health and Community Services in Baltimore County, Maryland as well as the Director of Government Reform and Strategic Initiatives in the Office of Baltimore County Executive John A. Olszewski, Jr.

Elisabeth has also served as Executive Director of the Job Opportunities Task Force (JOTF), an independent, nonprofit workforce intermediary focused on eliminating employment and educational barriers for low-wage workers. Prior to joining JOTF, Elisabeth was a Senior Advisor to the Secretary at the Maryland Department of Labor, Licensing and Regulation (DLLR) and the first Program Director for EARN Maryland, a statewide industry-led workforce and economic development initiative.

Elisabeth served previously as the Interim Secretary of the Maryland Higher Education Commission (MHEC), Interim Director of the Governor’s Workforce Investment Board, and DLLR’s Director of Policy and Planning. In those capacities, Elisabeth developed additional expertise in higher education policy and programming, eliminating workplace fraud, unemployment insurance reform, and the alignment of adult education with workforce training. Elisabeth also served as an Assistant Attorney General in the Office of the Maryland Attorney General and as a Special Assistant United States Attorney with the United States Department of Justice.

Elisabeth holds a bachelor’s degree from Haverford College and a law degree from Yale Law School.
