In February 2024, Governor Moore unveiled the Moore-Miller Administration’s State Plan – Maryland’s first in nearly a decade. This State Plan lays out ten priorities for the Moore-Miller Administration, and how we will achieve them.
To deliver results, the Governor also appointed a Performance Cabinet for each priority. The Performance Cabinets consists of cross-agency teams that include Cabinet Secretaries, senior agency staff, and members of the Governor’s Office, and meets regularly to conduct a data-driven review and drive progress on the State Plan priorities. The Governor’s Office of Performance Improvement also re-established a Performance Improvement Council (PIC) with representatives from each agency to share best practices and drive performance improvement across agencies. On January 10, 2025, Governor Moore codified this approach in Executive Order 01.01.2025.08, and added a new focus on government modernization and cost savings.
In 2024, the Governor’s Office of Performance Improvement convened nearly 60 Performance Cabinet meetings. The Office has begun reporting on public key performance indicators across the following ten priorities on the individual priority pages on priorities.maryland.gov.
